Put Clocks Forward To Cut Down On Eectricity Consumption

Letters have appeared in these columns advocating so-called “energy efficient” light bulbs and criticising excessive lighting of buildings, described as light pollution.

The spectacular night view of the harbour is one of our tourist attractions, but it comes at a cost. As darkness falls, the lights come on, everywhere in Hong Kong, consuming electricity which pollutes our air and contributes to global warming. It would cost a fortune to replace every bulb with energy efficient bulbs and as Robert Hanson points out (“Energy saving bulbs do not live up to name”, January 3), these bulbs are more damaging to the environment than conventional bulbs. Fortunately there are other ways to save electricity, ones with no adverse ecological effects. On the shortest day of last year and including the twilight periods at the end of the day, we had daylight from 6.33am to 6.09pm. In June we will have daylight at 5.15am. Do we need daylight so early in the morning?

If we advance our clocks and adopt GMT plus nine hours as our standard time throughout the year, we will avoid wasting morning daylight and postpone the need for evening lighting by one hour. We had daylight saving from 1941 to 1979. Clocks were put forward an hour from the beginning of April to the end of October. In 1973 the government responded to the oil price crisis by implementing daylight saving from December 1973 to October 1974. We now have energy, pollution and global warming crises and similar measures are called for.

In 1974 we had double-shift schools and factory shifts and early daylight was deemed necessary, but today our schools are single shift, our factories have gone and we are a 9 to 5 economy. We do not need early daylight. If we also have summer daylight saving (GMT plus 10), on the longest day of the year dawn would break at 7.15am and daylight would last until 9.35pm. The electricity savings and social benefits would be significant.

Chinese premier Wen Jiabao has said the developed world should tackle climate change and alter its unsustainable lifestyle. Hong Kong is part of the developed world and part of China. We must act responsibly and set an example.

Light Bulbs Pose Health Risks

I refer to the letter by Michael R. K. Mudd (“We must opt for energy saving light bulbs”, December 27). I would like to raise a number of points about these energy saving light bulbs that was not mentioned.

Though they consume less electricity, they pose health and environmental risks.

Fluorescent bulbs contain neurotoxic mercury vapour and if broken indoors they contaminate the air and require special clean-up procedures (no vacuuming, for example). When disposed of in ordinary trash, they are eventually broken and add to our city’s already severe mercury pollution.

For years traditional fluorescent bulbs have been widely used in offices but now compact fluorescent light bulbs are making their way into homes where they pose big risks especially to children. And promoting the increasing use of these bulbs without proper and efficient disposal systems will just increase the amount of this cumulative highly toxic poison in our city.

The manufacturers are not mentioning these dangers. And the government has made no special effort to educate people on the careful handling of these bulbs nor organised collection of this hazardous waste, just as it has not adequately addressed the disposal of batteries, computer waste and dental amalgam, all of which are toxic and contaminate our air, water, and food supply.

Substation Uses 15pc Less Power With Roof Garden, Sun And Wind

Two windmills on the roof of a grey building in Marsh Road, Causeway Bay, might not mean much to the casual observer but they are clues to the unique character of what Hongkong Electric calls the “first green substation in Hong Kong”.

The Marsh Road substation, which came into use in August this year, serves Wan Chai, Admiralty and Central, including the Tamar site where the new government headquarters will be built.

Hongkong Electric said the project cost HK$100 million, of which 2 per cent was spent on environmentally friendly facilities.

The six-storey substation uses 15 per cent less electricity each year than traditional substations.

That amounts to 250,000 kWh, or the equivalent of a month of electricity used by 714 families, according to Tso Che-wah, the power company’s general manager for projects.

The British-made windmills and 16 solar panels provide enough energy to light the entire substation.

Meanwhile, the building uses light-emitting diode tubes and energy-saving 16mm fluorescent lights, which consume less energy, have a longer lifespan and lead to lower carbon dioxide emissions.

Dr Tso said the substation was characterised by its rooftop garden, whose plants helped to lower the interior temperature by 2 degrees Celsius – in turn saving 10 per cent of the energy used each year on air conditioning.

The plants are watered mainly by rain, which is collected and stored in a tank on the roof. That saved about 180,000 litres of water a year, Dr Tso said.

The substation had been built in an environmentally friendly way, he said. It used concrete that contained 5 per cent fuel ash, from the company’s power station on Lamma Island.

Further, the rooftop was paved with recycled plastic waste.

Inside the building, elevators are switched off if left unused for more than 30 minutes, while extra windows for ventilation in the corridors reduce the need for air conditioning.

The Marsh Road substation was built to “accommodate community development in the next decade”, Dr Tso said.

Hongkong Electric has about 40 substations on Hong Kong Island.

Some older substations had been renovated to include more environmentally friendly features.

For example, a rooftop garden was added to the Connaught Road zone station, which is next to the Harbour Building.

Future substations would all be green, according to Dr Tso.

Backing Bridge

The Hong Kong-Macau-Zhuhai bridge is a proposed series of bridges and tunnels that would connect the west side of Hong Kong with Macau and the neighbouring city of Zhuhai , on the west side of the Pearl River Delta and part of the mainland’s southern industrial powerhouse.

This is great for the region though there are many environmental issues that need to be resolved.

Our leaders should also think about their legacy, look to the future and make this bridge a world-famous showpiece.

Why not add windmills to the structural supports and also tide catchers? If this was done I can imagine this bridge becoming a large green power plant, a great help in an area which is already polluted. There would be new industries, jobs and a better quality of life.

On Other Matters …

I refer to the letter by E. Delannoy (Talkback, December 9), criticising the MTR Corporation’s strategy on saving energy. He asked why it was “shutting down a number of escalators in stations at certain hours”, but still keeping the air conditioning at cold temperatures inside its carriages [from Tung Chung to Central]. I support his views on this issue for a number of reasons.

I wonder how much energy is saved by shutting off a number of escalators and compare that with how much is wasted by having air conditioning at such high levels over a long period on the trains. Air conditioning that keeps the temperatures so low inside MTR trains must consume a great deal of energy.

The fact is that passengers feel uncomfortable in the carriages when they are so cold. Therefore, one simple way to conserve energy would be for the MTR Corp to lower the temperatures.

It could also try to install a good ventilation system so it does not have to rely on air conditioning to provide a flow of air. I hope MTR Corp can look into these problems and rectify them.

Hopewell Centre to Turn off Lights

Decorative lights facing The Peak on the outside of the Hopewell Centre in Wan Chai would be turned off each night after the Symphony of Lights to reduce light pollution, but those facing the harbour would remain on, Hopewell Holdings (SEHK: 0054) said. But all lights would remain on for special occasions, such as Christmas Eve, Christmas Day, New Year’s Eve, New Year’s Day, Lunar New Year and other important festivals.

Degrees of Comfort

Of the government’s initiatives to get us to be more environmentally responsible, perhaps the most effective has been the one espousing that office air conditioners be set at 25.5 degrees Celsius. It is a number many people seem to be aware of, as a quick straw poll proved. Whether the knowledge is put into practice is another matter, of course, but the fact that it seems the message has been widely disseminated is impressive. Here the praise must end, though: the information is only partly right.

This is one of those cases where authorities have only done half their job; 25.5 degrees is a summer setting, not applicable to the other nine months of the year. During colder weather, thermostats should be lowered according to the outside conditions. If outdoor temperatures are less than those inside, we are on average doing more environmental harm than good. Every extra degree of cold or heat raises usage – and fuel bills – by 10 per cent, after all.

The government announced in October 2004 that air conditioners in all public buildings should be set at 25.5 degrees during summer. It launched a “no freezing summer” campaign the following June to encourage the private sector to follow suit. The figure has since been frequently bandied about by officials, most emphatically by Chief Executive Donald Tsang Yam-kuen in 2006 when he removed his jacket and trademark bow tie in front of legislators to promote his “Action Blue Sky” policy.

His clear message was that dressing more casually meant rooms did not have to be so cold. Less electricity would be needed, meaning lower bills and less pollution from power plants. It was a strategy that cost nothing to implement and would save money and the environment. Brilliant.

The rare image of a dressed-down Mr Tsang could well be the reason so many of us have “25.5” memorised. I am sure it flits subliminally through our minds whenever we drift near an office thermostat. A quick check, an adjustment if necessary, and the working environment is as it should be, we tell ourselves. We get back to our duties, satisfied that we have done our bit for Hong Kong.

Gerry McMahon, the director of the specialist building services company Facilities Analysis and Control, put the problem in a nutshell: attaining a 25.5 degree temperature in winter would, in most cases, mean heating a building to a point where the majority of people would feel uncomfortable. Ambient conditions naturally determined indoor temperatures, so when they changed, air conditioners should be adjusted accordingly. Some heating may still be required to achieve desired temperatures, but the notion of pushing the target up to 25.5 degrees in winter was ridiculous. Why waste energy in winter just because someone had decided the setting would save energy in summer, he rightly asked.

I have been unable to find out exactly where that 25.5 figure comes from. Authorities have attributed it to “overseas research”; I assume this means work done by the American Association of Heating, Refrigeration and Air-conditioning Engineers, whose standards are widely accepted. To be fair, the government has suggested it for summer. It has not made clear, though, that it is inappropriate for mild or damp conditions – as Hong Kong generally experiences from the end of August to the start of June.

Lantau environmental campaigner Eric Spain has long argued that it is wrong to make firm rules. The only solution for comfort and economy should be indoor and outdoor sensors and controllers, to automatically ensure appropriate settings, he says. Based on extensive research, he suggests that depending on humidity, comfortable summer office temperatures are generally between 24 and 27 degrees and, during winter, 20 and 23 degrees. Public transport settings should be at the upper end of the scale during hotter, more humid months, and between 18 and 20 degrees at colder times because of air flows.

I can see the convenience of settling on the 25.5 figure. But authorities have done no one – or the environment – a favour by failing to make clear what should happen at other times of year.

Greens Cite Cancer Risk in Call to Dim Lights

More than 1,300 street lights on residential buildings are a cancer risk for residents, a green group has warned.

Friends of the Earth said it wants the government to speed up efforts to reduce their glare and, while conceding that about 600 of a total of 1,900 lights attached to buildings had been refitted with flat-glass enclosures to reduce glare, the group said that only nine had been fitted with side panels.

The group said there were still many residents suffering disturbed sleep because of inescapable lights illuminating their bedrooms.

A physiologist has said chronic exposure to night light disrupted humans’ biological clocks and damaged their immune systems.

At worst, people suffering chronic exposure were at risk of developing cancers of the breast, gastrointestinal tract, prostate, womb and cervix, Pang Shiu-fun, a retired physiology professor formerly of the University of Hong Kong, has been quoted as saying in medical reports.

According to Highways Department figures, about 1,900 streetlights are fixed to buildings in the city. Of those, about 1,300 are attached to residential blocks, mainly in Wan Chai, Central, Yau Ma Tei and Mong Kok.

Friends of the Earth environmental affairs manager Hahn Chu Hon-keung said the government had promised in September that all offending lights would be refitted within a year.

He said, however, only nine streetlights attached to buildings had been fitted with side panels. “The progress is simply too slow.” Mr Chu wondered why the government had been so slow, as the cost of light refits was minimal.

The green group recently conducted a survey on the impact of streetlights on residents. One respondent surnamed Au-yeung – an elderly man living in Wan Chai with a streetlight fixed outside his flat – said it illuminated his bedroom all night despite thick curtains. Mr Au-yeung said he hardly slept more than four hours a night and often woke up because of the strong light.

“I started with half a pill to put me to sleep. Now I have to have 1-1/2 pills,” Mr Au-yeung said, adding he had once collapsed in his living room after overdosing on sleeping pills and ended up in hospital.

Mr Chu said many residents simply put up with the glare or were confused about to whom to complain, so recorded complaints about street lighting had remained low. He said complaints could be made to the Environmental Protection Department on 2838 3111 or to the Highways Department on 2926 4111.

A Highways Department spokesman said it had received 10 complaints about street lights in the first eight months of this year, adding that the department would assess the 10 lights’ effect on residents. If necessary, it would relocate lights, refit them with complete flat-glass lanterns or install side panels.

Edwin Lau Che-feng, director of the green group, urged the government to speed up legislation to regulate light pollution.

Secretary for the Environment Edward Yau Tang-wah said yesterday billboards with unnecessarily bright lights were “a waste”. He said the government had approached businesses about light pollution.

Green Investment Makes Business Sense

In an interview immediately after his US presidential election victory, Barack Obama listed four priorities for his administration. The first one is, of course, the economy, then energy, health care and the environment. To him, directing more resources away from oil dependency and saving the environment are good for the economy, too. He is right on the button.

Our government, and for that matter, authorities in Guangdong, have to understand that money spent on improving the environment is not a budget extravagance that should be cut during hard times.

Instead, it is a growth area that can, first of all, employ people, including the less educated and unskilled. Moreover, it can be hi-tech. Reduce, reuse and recycle is a dirty phrase here, but there are a lot of technologies involved, including physics, chemistry, biochemistry, engineering and logistics. Doing it on a regional scale requires highly sophisticated management skills, too.

In fact, China is now the world’s leading producer and user of solar water heaters. DuPont’s new venture in Hong Kong and Shenzhen will put us at the forefront of solar energy technology. Electricity-generating wind turbines are sprouting like mushrooms in certain parts of Guangdong. Nuclear energy, which is back in vogue and considered clean energy worldwide, is now gaining a bigger presence in the province, with at least two new plants in the pipeline.

Hong Kong, on the other hand, is too obsessed with hi-tech. If our recycling business does not join its counterparts in the Pearl River Delta, it will not survive. And, without government subsidies from both Hong Kong and Guangdong, the whole recycling industry may die as commodity prices fall.

Some 2.81 million tonnes of Hong Kong’s solid waste was separated for recycling last year, slightly less than in 2006. However, only 1 per cent, or 30,000 tonnes, was recycled in Hong Kong, compared with more than 11 million tonnes a year earlier. The remainder of the recoverables was exported for recycling. This is one area where we need co-operation between Guangdong and Hong Kong. Collaboration on used tyres or construction materials is an ideal way to start. There has been talk about recycling used tyres since 2003.

Investing in the environment is money well spent, because it can cut social costs, such as health care, and reduce hardship and suffering. These costs are estimated to total more than 3 per cent of gross domestic product, according to the Organisation for Economic Co-operation and Development.

Carbon trading is another area of regional co-operation where Hong Kong will play a prominent role. Our power plants generate more than 60 per cent of carbon emissions in Hong Kong. Figures from last year show that the two plants generated about 28 million tonnes of greenhouse gases, and are therefore good candidates to start the ball rolling. Guangdong also has its mandatory emissions targets to fulfil.

China, on the whole, is the largest carbon trading market in the world and is the biggest beneficiary of the United Nations Clean Development Mechanism. It is estimated that, by 2012, China, which is by far the largest carbon-emitting developing nation, will occupy about 50 per cent of the multibillion-euro carbon trading market.

There is much discussion on the mainland about setting up a carbon exchange. Hong Kong is the most suitable place for this institution. It should take the initiative and approach the central government about the subject.

If Guangdong wants to be the number one province, regional co-operation in environmental protection is perhaps the only viable option. If Hong Kong wants to seek opportunities in a depression, this is also the most feasible direction. We only have to “liberate our thoughts”, as Guangdong party secretary Wang Yang has urged.

Energy Law Shows Way To Combat Global Warming

On October 1, National Day, an important piece of legislation known as the Civil Energy Act came into effect.

The law has six chapters and 45 articles detailing the country’s vision of how to deal with the effect of global warming. There are chapters on energy savings for new and existing buildings, savings that may be achieved through the energy supply system, and legal liabilities for non-compliance.

The legislation seeks to promote energy savings and increase efficiency in the use of energy in buildings. The provisions are all-encompassing and include residential, commercial, service, educational and health-care buildings. It also seeks to encourage the development of solar, geothermal and other alternative energy sources.

National state offices will be established for long-term planning, co-ordination, standard setting and implementation of policies, while provincial offices will be responsible for supervision and exploring financing options.

The law provides tax breaks and possible changes to tariffs to promote energy savings and also imposes penalties for violations.

Chapter 2 deals with new buildings and promotes the use of new technologies and state-of-the-art materials. It restricts the use of materials with high-energy consumption. It also has provisions for building design, including penalties for designs that are not energy-efficient, and compulsory use of better thermal materials, heating and cooling systems and lighting.

Chapter 3 details how existing buildings must make necessary changes in a co-ordinated manner and empowers local governments to make assessments on whether energy-saving systems can be retrofitted. All governmental buildings are to draw up feasibility plans while old private residential buildings are encouraged to make low-cost improvements.

In Chapter 4 the law provides regulations to monitor the operation of large public buildings and record annual energy consumption.

Due to the increased sophistication of building systems, the training of technicians should be enhanced and improved. Targets will be set by respective city governments for individual public buildings.

The new regulations will have an impact on developers and investors in the country’s property market. They need to keep themselves abreast with pertinent provisions of the law, especially on the available technologies and which are applicable and advantageous to their properties.

It will be interesting to see whether the new law will have a huge impact on the country’s air pollution problem and energy consumption.

The legislation may also see in the near term a commitment in other areas of building sustainability. It may also lead to a change in the voluntary rating system for building sustainability or the three-star labelling system which was introduced in 2006, into something mandatory.

This could encompass areas such as water efficiency, use of sustainable materials, waste and pollution reduction, and ecology.

For Hong Kong, the passage of the new law should put pressure on the administration of Chief Executive Donald Tsang Yam-kuen to also address issues pertaining to energy use and building design. At present, the city has no mandatory building energy code, although a proposal is likely to be sent to the Legislative Council next year.

A task force of consultants has been created to advise the Hong Kong government on the technicalities of such a legislation. While one hopes the scope of the bill will be comprehensive, the likely result would cover only energy consumption based on the current voluntary energy codes.

From a practical point of view, the legislation could encompass areas such as light pollution, that may raise controversies. Would locals and tourists alike prefer to see Hong Kong Island’s bright advertising lights dimmed to achieve cleaner air? Nonetheless, I’m sure all building users would welcome a reduction in management fees from lower electricity usage.

The proposed Hong Kong legislation is only targeting commercial buildings, or about 20 per cent of the city’s building stock.

While a phased introduction – that is, targeting larger energy-consuming buildings first – is desirable, we must not exclude residential buildings that account for 50 per cent of our building stock.

Many of Hong Kong’s residential buildings were built decades ago and will need significant upgrades, which means added cost, to make them compliant to even very basic energy standards.

Many of the new residential towers that are rising in the city have little or no energy-efficiency features.

As such, any new legislation on energy use in Hong Kong is likely to be less comprehensive than the mainland counterpart.

Still, a watered-down energy legislation is better than none at all, as it is still a significant step towards developing sustainable buildings. We could also assume that the Legco will pass the bill speedily as many members have publicly indicated their commitment to the environment.

The government can promote the issue of efficient energy use by engaging the community in an active and intelligent discussion of the issue.

The bill should provide government departments with the tools to effectively manage those who will be directly affected by the legislation, namely, developers and landlords, building management companies and building owners.

It is our hope that through such a legislation and its implementation, Hong Kong will do its bit in reducing global warming.
